This is a book about public governance in the Gulf States. It presents research findings from interviews and a comparative analysis of the trends and developments of the six Gulf States. The analysis explores the extent to which the Gulf States are following their own path to modernisation. The countries emerge from this analysis as far from uniform in terms of their performance. Some have had very impressive records of economic growth, such as Saudi Arabia. While environmental performance has often been poor, the United Arab Emirates has stood out in terms of having a relatively good environmental performance among the six states of the Gulf. Public Governance in the Gulf States analyses the workings of the governments of the Gulf States, including the way that they have tackled national development since the mid 1990s. Evidence is presented on key topics such as the centre of government, the ministries, multi-level governance, and the inclusion and empowerment of the public in government strategy formulation. This examination of government is also used to contextualise policy making in three key sectors: the economy, the natural environment, and social policies. Throughout the book the analysis is taken forward by use of regional comparisons between countries in the Gulf. Public Governance in the Gulf States uses comparative data to consider the possibility that the traditional capabilities used by bureaucratic governments still have some relevance, and also looks at the importance of the “strategic-state” capabilities that are highlighted by the OECD as critical for government effectiveness in delivering better government performance on the natural environment.
